On 31 January 2024, the Prime Minister, Luc Frieden, the Minister of Housing and Spatial Planning, Claude Meisch, and the Minister of Finance, Gilles Roth, presented an initial package of measures which were adopted by the Government Council on the same day.
Since 9 January, the interministerial team - represented by the Minister of Housing and Spatial Planning, the Minister of Finance, the Minister of the Economy, SME, Energy and Tourism, the Minister for Home Affairs and the Minister of the Environment, Climate and Biodiversity - has held one-to-one meetings with various representatives of the construction and housing sector. The ministers and their teams held discussions with the Chambre des métiers, the Syndicat des villes et communes luxembourgeoises (Syvicol), the Ordre des architectes et des ingénieurs-conseils (OAI), the Fédération des acteurs du secteur social au Luxembourg (FEDAS), the Chambre immobilière du Grand-Duché de Luxembourg (CIGDL) and the tenants' association 'Mieterschutz'.
The aim is to hold in-depth discussions with a view to drawing up a set of measures to revive the construction sector and facilitate access to housing, while at the same time addressing the economic and structural problems of housing. A range of short-, medium- and long-term measures have been drawn up over the past three weeks in collaboration with all the partners - public and private. These measures concern private individuals, the construction sector and investors.
The Prime Minister emphasised that the measures have a threefold aim: to strengthen the construction and craft industries, thereby creating jobs; to increase the supply of housing; and to help people to buy or rent a home.
"This first package of measures directly supports households - both tenants and home buyers. At the same time, public investment to increase the stock of affordable public housing in the long term has been substantially increased. Continued discussions with all the parties involved look promising," emphasised Claude Meisch, Minister of Housing and Spatial Planning.
The Minister of Finance, Gilles Roth, expressed his confidence: "It was important for us to act quickly to restore confidence in the construction sector and maintain employment. I am confident that the package of measures will enable current trends to be reversed by the autumn. At the same time, it will provide financial support for individuals looking for a home."
